Andorra, the Vatican City and the USA are the only nations on Earth not to be full parties to the Convention on Biological Diversity now that Iraq and Somalia have ratified.

Well as usual USA drag their heels unless they want to increase their empire by attacking other nations,of course it is in the other nations best interests and they take their allies along with them or they wont get any arms from good old USA.
