two of your comments you would find hard to substantiate and only guessing,wing tagging for the good of the Sea Eagle-very doubtful.2nd not stopped them doing normal things again any extra weight is a hindrance.I believe there is agreement in Europe not to wing tag and obviously they have stopped it for last 2 years everyone seems to be keeping quite about real reason but I can tell you when we had to put similar tags in our cattle ears it was a disaster with them catching them on objects which ripped their ear and if that was a Eagles wing that got snagged it would have been a dead Eagle
