Goldfinches although widespread tend to form flocks outside the breeding season and tend to favour wayside ground and field margins where thistles and teasels are numerous.
You could try growing some of the above as an added attraction and also try sunflower hearts along with the niger seed.

Hello, I am Jane up in South Cumbria, I had lots of sparrows and blackbirds in my garden for over a year, but nothing else. However when I started putting out sunflower hearts instead of ordinary seed I started getting gold and green finches. Good luck.
