I would say that looks like a juvenile cormorant.

It has to be a cormorant with those feet. :-)

Thanks guys, it definately looked like a juv, I watched it for a good twenty minutes and it hardly moved, Could it have been waiting for a parent to return ?
I think this could be a juvenile shag looking at the pale feet and slender bill...cormorant juveniles usually have black feet according to the BWP and have much heavier bills.

This is a great view of a pair of totipalmate feet - webbing connecting all four toes. Most web-footed birds have the hind toe free :)

I agree with the later posters re it being a juvenile shag. As well as feet and bill size, there's also front of body colour (mostly brown. cormorant juv usually have more white), yellowy lower bill and general appearance. Cormorants look more robust.
