The document sets out how the Welsh Assembly Government aims to reach its annual 3% carbon emission reduction target by 2011, which will be a milestone on the road to cutting UK emissions by at least 80% by 2050. Peter Jones, Environmental Policy Officer for RSPB Cymru said: “This programme must not fail. An annual three per cent reduction in carbon emissions is already the minimum needed over the next few years to avoid runaway global warming. The draft Programme itself even acknowledges that a 9% reduction in Wales and the developed world might be needed. “It is worrying, therefore, that the Programme questions whether the actions proposed will succeed in delivering the target. To ensure it does the onus is on us all to work with the Welsh Assembly Government. The Welsh Climate Change Commission has a major role to play. It will need to enlist the help of the many sectors of Welsh life represented by its members, including political parties, businesses, trade unions, the voluntary sector and environmental organisations.” The Programme also includes a section on how Wales will adapt to the current threat of climate change. Here, RSPB Cymru’s main aim is to ensure wildlife is not forgotten. Mr Jones added: “Climate change represents an additional and growing threat to Welsh wildlife and we shall ensure the Welsh Assembly Government’s response is sufficient and properly resourced to meet the scale of this threat.”
