Discover this eagle of two lives, ruler of the open Eurasian steppe in summer, scavenger of southern hemisphere steppe and savannah in winter, and why it's now fighting for survival.

Get to know the Steppe Eagle

With few trees on the horizon, Kazakhstan's steppe rolls out for thousands of square kilometres, scorched to 40°C in summer and frozen to -40°C in winter, the silence broken only by wind moving through the grass. Underground, colonies of ground squirrels and marmots dig and forage, hidden from what's circling above them. 

With a wingspan approaching 2.6 metres, the Steppe Eagle rules this open sky. With very few trees to nest in, it builds directly on the ground, or on a rocky outcrop, laying its eggs in full view of a horizon that stretches in every direction. When ground squirrels are scarce, this hunter becomes a scavenger, tearing into the carcass of a Saiga Antelope left out on the open plain. 

As autumn arrives, the eagle that ruled this landscape all summer simply leaves it behind. It flies over 10,000km, crossing deserts and mountain ranges, to land somewhere entirely different – an African savannah alive with swarming termites, or a rubbish dump on the edge of a Middle Eastern or Indian city. Here, the fierce hunter of the steppe becomes something else; a slow, opportunistic scavenger, waiting out the winter before the long flight home.

Did you know?

Steppe Eagles aren't fussy decorators. Alongside more natural materials like sticks, bones and wool, their nests have been found lined with plastic bags and old work gloves. While this can be a resourceful trait, it can also put chicks – and their parents themselves – at risk of entanglement.

Why are Steppe Eagles in trouble?

Not so long ago the Steppe Eagle was the most abundant large eagle on the planet, a familiar shape circling over grassland from Eastern Europe to East Asia.  

Now, that same silhouette is disappearing, its numbers have more than halved in recent decades, and danger waits at every stage of its 10,000km migration. 

Electrocution and collision

Out on a landscape with nothing taller than grass, a power line looks like the perfect place to perch, until it isn't. One wrong touch between two live wires, or a wire and the earth, and a bird drops dead where it lands. In Kazakhstan, Steppe Eagles represent up to half of all electrocuted raptors found, and for every one found, we know that many more times that number are never recovered at all. 

Habitat loss and environmental change

Since the 1950s, Kazakhstan's grasslands have been steadily turned to farmland and agriculture, leaving Steppe Eagles with less habitat to forage and nest in. This also means there’s less prey for them to hunt, leaving them with even less to eat. 

Poisoning and contaminants

Steppe Eagles are victims of many types of poisoning. One region of Mongolia was subject to widespread rodenticide application, aimed at reducing its vole population. The voles died. So did the Steppe Eagles that ate the poisoned rodents left behind. Within a few years, a third of the breeding pairs along the Russian-Mongolian border had simply disappeared. 

Illegal killing, take and trade

Some Steppe Eagles are shot for sport, others killed and stuffed as trophies, or trapped alive and sold on to whoever will pay. In parts of North Africa and the Middle East, falcon trappers kill them too, seeing this wild predator as a threat to the falcons they're trying to catch.

How is the RSPB helping the Steppe Eagle?

An eagle that migrates 10,000 km can't be saved by one country alone. That's why partners from across the species’ range have come together to develop a plan which aims to fill key knowledge gaps and tackle the major threats facing the species throughout its flyway.

This new Global Action Plan for the Steppe Eagle, coordinated by the RSPB, was officially adopted by the Convention on Migratory Species in 2026. Over the next decade, this plan will target the conservation action needed at every stage of the eagle's journey. 

Taking species on a journey to recovery

To ensure we can support the Steppe Eagle as effectively as possible, we’ve designated them one of our 100 RSPB priority species. This means we’re focussing our efforts on researching and helping their populations recover.

1. DiagnosisIdentifying there's a problem, and researching to find out what's causing it
2. Testing solutionsDeveloping practical solutions and trialling them to make sure they work 
3. RecoveryProviding these solutions across the whole range of the species
4. Long-term legacyReaching improved conservation status and securing a long-term legacy for the species’ recovery 

Diagnosis

We use the species recovery curve to track our progress.  Currently, our work to help Steppe Eagle is at the ‘Diagnosis’ stage of the recovery curve. That means we’re at the stage of diagnosing the species’ decline as well as looking for, and testing, conservation solutions. The new Global Action Plan is a big step forward in identifying the threats posed to the species and what is needed to turn things around.
